Paraguay enters the global stage with its state Bitcoin mining program utilizing confiscated equipment and hydroelectric power.

For the first time globally, Paraguay is launching a Bitcoin mining project through its national electric company Administración Nacional de Electricidad (ANDE). Partnering in this initiative is the company Morphware, providing technical guidance for the program’s implementation.
This initiative arose amidst mass raids since the beginning of 2024 targeting illegal mining operations. Most of the 30,000 confiscated mining rigs were seized between May and June 2024, allowing Paraguay to gather substantial hardware reserves for utilization.
Under a memorandum of understanding with Morphware, ANDE is able to use the country’s existing capacities for mining. The main resource for operating the equipment will be cheap hydroelectric energy from the Itaipu Dam.
Morphware will provide technical recommendations for the program’s execution. The project will commence with a pilot phase: approximately 1,500 confiscated mining machines will be integrated into existing facilities near substations.
Paraguay follows the footsteps of countries like El Salvador and Bhutan, where state mining initiatives are already in practice. El Salvador uses geothermal power plants for mining, while Bhutan uses excess hydroelectricity.
The ANDE and Morphware initiative showcases the potential for states to benefit from mining independently:
